Founded in 2014, Elite Appeals LLC is a Texas-based property tax consulting firm representing some of the state's largest property owners. Built on more than 50 years of industry leadership, our team delivers strategic appeals, expert valuation analysis, and personalized service designed to maximize tax savings for every client we represent.

The People Behind the Results

CEO/Principal

Mike Donnell

Mike Donnell brings over 30 years of property tax expertise to Elite Appeals LLC, which he founded in 2014. He is a Licensed Senior Property Tax Consultant, a Senior Certified Member of the Texas Association of Property Tax Professionals, a Texas Real Estate Broker, and a member of the Greater Dallas Board of Realtors and the National Association of Realtors. He holds a BBA from the University of North Texas.

Earlier in his career, Mike served as Manager of Property Tax Services at Marvin F. Poer & Company, Director of Property Tax Services at Arthur Andersen LLP, and founder of Meritax Property Tax Consultants, Inc. He is best known for securing the largest property tax reduction in Dallas County history, a $58 million reduction on the NationsBank Tower, and was twice named to the Dallas Business Journal's "Who's Who in Consulting."

Principal

David Sivils

David Sivils brings nearly two decades of property tax and commercial appraisal experience to Elite Appeals LLC, where he serves as Principal. A Licensed Property Tax Consultant and Registered Professional Appraiser (RPA), he holds a BBA in Entrepreneurial Management from TCU's Neeley School of Business. Before joining Elite Appeals, David served as Vice President of Real Estate – Property Tax at Vantage One Tax Solutions and as Director of Corporate Headquarters – Property Tax at RETC LP, and spent over six years with the Dallas Central Appraisal District as a Senior Commercial Appraiser — giving him valuable insight from both sides of the appeal process. He specializes in commercial real estate and business personal property tax reduction across the Dallas-Fort Worth Metroplex.

Director of Property Tax

Scott Wilkinson

Scott Wilkinson brings over 20 years of property tax and commercial appraisal experience to Elite Appeals LLC. A Licensed Property Tax Consultant and Texas Real Estate Broker, he holds a BBA in Real Estate from the University of North Texas and is an active member of the Texas Association of Assessing Officers and the Appraisal Institute. Scott most recently served as Senior Manager at Ryan LLC and held appraiser roles at both the Dallas and Collin Central Appraisal Districts — giving him valuable perspective from both sides of the appeal process. His work spans retail centers, office buildings, industrial sites, multi-family, and special-use commercial real estate, along with condemnation and right-of-way appraisal.
